Q: How do we get semis to slow down on the freeway? I was going 69 mph on the freeway and one passed me.

A: I’m going to give you the benefit of the doubt and assume that you were in a 70 mph zone when this happened because I want to believe the best of the people who send me questions. But at the same time, I’m not entirely confident that I’m right, because I’ve had a number (not too big a number, but a big enough number) of people admit to me that they’re speeding while asking what’s going to be done to stop the people speeding even faster. It brings to mind the quote by George Carlin: “Anyone that’s driving slower than you is an idiot, and anyone driving faster than you is a maniac.”

When Speed Becomes Reckless

Q: I’ve heard that if you drive at twice the speed limit instead of getting a speeding ticket you’ll get arrested. Is that true?

A: While driving at double the speed limit is bound to get you in some trouble, I’m not aware of any equation, at least in Washington, that automatically moves a speeder from infraction territory to a crime. That’s not to say that you can’t get arrested for speeding; just that there isn’t a pre-set threshold. It’s actually more complicated than that.

Traffic Law Vs. Safe Driving

Here’s a question that came up during a recent discussion about some of Washington’s traffic laws: Is obeying the law enough to make me a safe driver? If not, what is the standard?

A while back I had a conversation with my brother-in-law, a skilled carpenter. We were discussing building codes, and he said that if you build your house to code, you have a substandard house. His point was that code compliance is the bare minimum you can do in construction. There are building techniques that exceed code requirements that make your home stronger, more weather-tight, and capable of lasting many more years.

Who Doesn’t Buckle Up?

Instead of a reader asking me a question, this week I have a question for you: Do you know anyone that’s received a ticket for not wearing a seatbelt? It’s entirely possible that you don’t. Washington ranks in the top five states for seatbelt use, with close to 95 percent of vehicle occupants wearing a seatbelt. The four states ahead of us are mostly neighbors; Oregon, California, Hawaii (sort of a neighbor), and Georgia, the geographic outlier. The state with the lowest rate of seatbelt use? New Hampshire, at about 68 percent. Its state motto is, “Live free or die.” I’m pretty sure General John Stark was not thinking about seatbelts when he wrote that in 1809, but that’s the reason many New Hampshirites (is that what you call them?) give for why they don’t want a seatbelt law.

How do we know the percentage of seatbelt users in each state? Because there are people watching you drive. Creepy? It’s not as bad as it sounds. The Washington Traffic Safety Commission (WTSC) conducts annual seatbelt observations using trained observers to watch for seatbelt use at pre-identified locations around the state. Should Your Car Have a Speed Regulator?

Q: Why don’t governments impose a mandatory maximum speed regulator on all new cars? It could be limited to the maximum speed limit. The technology already exists and is cheap. It would make our roads safer, reduce congestion (traffic flow is smoother if all cars are traveling at roughly the same speed), reduce the high consumption of energy required to drive at high speeds, and instead of setting radar traps on our highways, precious police resources could do other important duties.

A: You’re right that we have the technology, but having the ability to do something and having the will to do something can often be as far apart as a full bladder and the next rest stop. Speeding is a real problem; from 2013 to 2017 speed was a factor in 47 percent of fatal crashes in Whatcom County. Speeding consistently competes with impairment for the number one factor in fatal crashes. Since the impacts of speeding are so great, shouldn’t it be easy to mandate a maximum speed that a car can drive?

How Mad Should You Be About Slow Trucks?

Q: Why are semi trucks allowed to drive between 35-45 mph on Mount Baker Highway? The speed limit is a reasonable 55 mph that people already have a hard time managing. I commute daily to town and the trucks (usually Canadian) are increasing and very frustrating. They don’t care about the road rules and continue to be constant traffic hazards. International trucks don’t pay into our road taxes in upkeep or patrolling. So in essence, they get a free passage while locals who pay for the roads are unable to go the speed limit.

A: For a lot of people, driving is frustrating; maybe the most frustrating part of their day. One of the big reasons is, according to Ryan Martin in Psychology Today, goal-blocking. Goal-blocking occurs when you have a goal (getting to work on time), someone else interferes with that goal (driving slow and making you late), and there’s nothing you can do about it. Your frustration is real and shared by enough people to have its own term and an article in a psychology magazine. But that doesn’t fix anything, does it?

Disturbed By Trucks

Q: I drove back last evening from Seattle to Bellingham and I was disturbed by the oversized, raised pickups that were speeding in the left lane, some with trailers behind them. I’ve also seen tandem dump trucks tailgating on I-5. What is the policy on speed enforcement of such vehicles as the oversized pickups and those with trailers? Are there statistics on such vehicles and collision rates?

A: On the surface this looks like a question about speeding trucks, but there are a lot of sub-topics crammed into those few sentences; modified vehicles, trailers, commercial trucks, tailgating, enforcement policies, and collision data. I’ll see if I can tackle all of that in the next few paragraphs. Since the questions were prompted by a trip on I-5, I thought it would be helpful to talk with a Washington State Trooper about their enforcement practices. Does The Law Allow Speeding? No (Well, Maybe A Little)

Q: Over mountain passes and other highways, drivers encounter a sign stating “Delay of 5 vehicles Illegal Must Use Turnouts”. This relates to the law that requires slow-moving vehicles to pull off roadway. The law states a vehicle must pull off to let others proceed if the slow-moving vehicle is traveling at “a rate of speed less than the normal flow of traffic at the particular time and place”. This implies that the slow-moving vehicle could be traveling the speed limit and still be required to let others pass, thereby enabling others to drive above the speed limit and break the law. I understand normal citizens are not to enforce traffic law but I thought it odd there is a law designed to allow others to potentially break the law. What is your interpretation?
