Sharing The Bike Lane With Walkers

Q: I live in an area where bikes lanes are present on both sides of the road, but there are no sidewalks. I was taught to always walk against car traffic. That also means walking against bike traffic. If I see a bike coming, I edge to my left to allow them to pass me on the right. I have had some experiences with bike riders not yielding any space, or worse, forcing me into the street. I have also seen a lot of walkers walking with traffic. What are the rules with regard to pedestrians and bicyclists using bike lanes in areas where there are no sidewalks? Also, what are the rules regarding pedestrian directionality with regard to traffic?

A: In the classic western movie High Noon, there’s an iconic scene moments before the villains arrive when Marshal Will Kane walks alone down the main street through Hadleyville, the sole person responsible for the safety of his town. Do you know which side of the road he walks down? It doesn’t matter, because the story takes place before cars and bicycles were invented. From a traffic safety perspective, we may long for those simpler times. In this modern era, pedestrians, cyclists and drivers sometimes share the same space, and there’s a clear imbalance in outcomes if it doesn’t all go well. Of course, in those simpler times we didn’t have penicillin and the average life expectancy was 42, so there are some tradeoffs.

Biking – It’s Not What It Was When You Were Seven

Q: Does a bicyclist riding on the sidewalk have to get off of their bicycle when crossing a road with a signal? Or can they just ride straight across at cycling speed in the crosswalk if the light is green? Corollary question – can a bicyclist riding on the sidewalk ride faster than walking speed? I had a bicyclist riding against traffic on a one-way street on the sidewalk try to ride directly across in the crosswalk, in front of turning traffic. On top of it all, she was in the business district.

A: Most of us learned to ride a bike when our age could be measured in single digits. When you’re seven, advice like “always ride on the sidewalk” and “get off your bike when crossing the street” makes good sense. A beginning bike rider is pretty wobbly; not someone you want at the edge of a lane of traffic or crossing the street. The trouble with advice to our seven-year-old selves is that it doesn’t age well.

E-Bike or Road Rocket?

Q: I am looking to join the world of electric transportation. As a former scooter rider I am looking for something with a little more power than your average e-bike. One company from California has a model with pedals but the vehicle can top out at 60 mph. It has a switch to limit the speed to 28 mph, but that switch can be flipped releasing the full power. Where does this fit into the e-bike/moped/motorcycle spectrum, or is it just a legal quagmire of advancing technology? It looks like fun, but I would rather be riding than sitting in a courtroom.

A: What? You don’t think courtrooms are fun? How did Judge Judy get so popular? Oh, wait, I think I’ve figured it out. Millions of us feel better about ourselves when we watch someone else struggle through a court proceeding because, no matter how bad our day is going, at least we’re not part of a Tupperware dispute on a courtroom reality show.

Don’t Get Tripped Up By The Sidewalk

Q: In local parks, sidewalk upthrusts (say, by tree roots) are marked by yellow paint for the length of the walkway re-elevation. That’s terrific. But what about regular sidewalks along streets where there is often a one-inch elevation change from one concrete section to the next? Can we call the city to apply yellow paint to those? Could we simply paint them ourselves in our own neighborhood? Streets often have the same upthrust problems and are a great surprise to bicyclists. Also those pedestrian courtesy outcroppings of sidewalk that shorten their walk across the street (but stop cold the parking lane) – unwary or at-night cyclists ram those all the time; some are painted yellow but most are not. Too Blinky, Too Bright

Q: What kind of lighting is required to ride my bike at night? Are strobe lights legal?

A: At the minimum, the law requires a white headlight on the front of the bike, visible from at least 500 feet, and a red reflector on the back, visible from at least 600 feet. But this is America, and if a little is good, then more is better, right? Not always. Travel With Care – A Local Traffic Safety Project

This week’s column is less of a question and more of a plea: Can’t we all just get along on our roads? I’ve received questions from drivers who are angry about cyclist and pedestrian behavior, pedestrians who are terrified of drivers and nervous about cyclists, and cyclists who fear for their lives because of drivers.

Different Symbols – Same Meaning

Q: In downtown Bellingham at certain corners of sidewalks there is one of two symbols. The first is a circle in green with a person standing next to a bicycle. The other is a circle in red with a line through the circle showing a person on a bicycle. What do these mean? Does the green one mean that a bicyclist is allowed to ride on the sidewalk, but must get off at the corners? Does the red one mean no bicycling on the sidewalk whatsoever? They are confusing signs since the two seem to be saying two different things; Please explain. Thanks.

A: You’d expect that if you saw two different signs, each of them would have a different meaning. That’s probably where the confusion lies. These two signs each take a different approach to explaining the same law. If we start by examining the law, both the signs should make more sense. Q: What are the laws on driving a motorized or electric assist bike on the road? Do you need to have a license and insurance?

A: There are actually several different answers, depending on the power source (gas or electric) and the size of the motor.
